a lot of international buyers use "3rd party" shippers

My husband and I have separate accounts. I have gotten several Best Offers from buyers whose offer indicates they are located internationally, then when the payment comes through, there's a US shipping address.  Since I list most items with free domestic shipping, and calculated international, this effectively is a means for buyers to change the terms of the agreed Best Offer, after the fact.

So far I've been able to get buyers to pay the shipping separately, but that request then causes them to re-assess whether they want to ship to the domestic address.  This is of course not easy to change within the rules.

And I have to wonder how it affects the buyer's satisfaction with the experience.  Considering the wholly unaccountable, yet fee-crucial, feedback system that eBay has 'evolved' to, this is a problem.
 Why are you having them pay more shipping separately if you are shipping to them in the US? Just because they are in a different country? Go by where you ship. If they provide a US shipping address and you have free domestic shipping what on earth are you charging them more for? Of course they are reassessing whether they want you to ship to the domestic address if you charge them more they want you to ship directly to them abroad which is what you are charging them for. Is there something I am missing? This makes no sense.It sounds like the OP is accepting a best offer with the consideration that the shipping will be paid for by the buyer. Just because he has free domestic shipping doesn't mean shipping costs nothing.

His point being he agreed to an offer that the buyer made with the buyer paying the shipping.
