ebay suffers mightly from the Do as I say and not as I do adage in the customer service department.

Wait a day is CS BS with the translation being we are blowing you off and nothing is going to happen.

File a complaint for the lost with the BBB in San Jose and the Attny General of California to get your money back.  If ebay had someone overseeing their poor CS, then maybe they might improve.
