No self respecting scammer is going to to for an "ebay dispute" when they have to wait days. If you call PayPal on the phone they will "escalate" your dispute immediately for you.
My all time favorite PayPal dispute was for INR....buyuers in Germany, all purchased on the same day, all claimed "paypal" trouble due to their extended time in NOT PAYING. Finally, they did. Deilvery confirmation showed "in customs". PayPal refunded the buyers to a tune of $1300 US, and they proceeded to go pick up the stuff the next day.....All showed DELIVERED the day after the Pal gave them their money back. ....PayPal told me, too bad, so sad to be you. Part of doing business on the net.....ASK YOUR BUYER TO REPAY......

So sorry to be me, so sorry to be ebay, for I will not ever sell things of any monetary value here again....buy it for twenty five cents and flip it for $50....MAYBE.....so long as I cannot list it someplace else first.
If you can afford to play ebay roulette, go ahead. Know that there are now SEVEN ways a seller can get a DEFECT for a transaction.....think of a revolver with 8 slots and bullets in seven of them.....will you survive?
